It's occurred to me that most closely resembles the Mule from the Foundation series (the books, I haven't seen the TV show). An unforeseen destabilizing element that, even after he's out of power, takes centuries of outside influence to negate his impact. We're still in the early post-Mule part, and I haven't seen a Second Foundation show up yet.
