Planning a road trip through Richmond to Washington DC.

If I get to Richmond (northbound) around 5 PM on a Thursday, should I expect heavier traffic in Richmond or approaching DC a couple of hours later?

I already know DC rush hour is roughly from 1 AM to 11 PM.
