Overall my experience and why I pick my organizations based on the second rather then the first group. I suspect that if external pressure is too high, it will lead to efficiency but also cutthroat environments. If it's not high enough, then the organization will become bloated and unable to react to changes in the world.

Happy medium in all things, I suppose, even in bureaucracy. It would be nice if people in group one had a say without going through the morass of other organizations.

I just read about China's Social Credit System. It's it's like video game XP meets Big Brother.

"Residents of Rongcheng start with 1000 points, and different acts change their score. For example, a traffic ticket is -5 points, an “exemplary city level heroic act” is +30 points, and donating to charity or blood banks equates to points depending on the amount given."

Funding Choices, announced last year and still in beta, is designed “to help publishers with good ad experiences recover lost revenue due to ad blocking”. Publishers who are a part of this initiative have the tools to spot users with ad blockers, who are then either asked to switch off the blockers or “buy an ad removal pass” via Google Contributor
