The investigation into the North Sea resort disappearances ends with a fragile bargain with the nixies, and a morally distasteful meeting with the families of the Taken where they are not told what happened to their missing loved ones for reasons of imperial security. It's also for their own peace of mind. Telling them that the bodies couldn't be recovered for proper burial because they're well-chewed bones scattered in the ocean would add trauma to grief.
